“The altercation allegedly led to Chris Brown punching the victim,” the department said in a statement released early this morning.

“The “victim” wasn’t identified but the celebrity website TMZ — which first reported the fight outside the Westlake Recording Studio — said it also involved Frank Ocean, one of the top nominees at Grammy Awards coming up in February.

“He got jumped by (Brown) and a couple guys” and suffered a finger cut. It wasn’t Brown’s first problem in the run-up to the Grammys. His attack on singer Rihanna on the eve of the 2009 awards event overshadowed the show. Last June, he was injured in a brawl with members of hip-hop star Drake’s entourage at a New York nightclub. No arrests were made. Brown was gone by the time deputies arrived but the department said the investigation is ongoing and Brown would be contacted later.

Email messages to Ocean’s publicist and Brown’s lawyer were not immediately returned. A man answering the phone at the recording studio declined to comment, an AP report said.

FG, DAAR COMMUNICATIONS PARTNER FOR EDUCATIONAL ENHANCEMENT

Dokpesi, left and Fashola in Lagos

THE FEDERAL GOVERNMENT and Daar Communications, operators of African Independent Communication (AIT) and Raypower Radio Stations, have entered into partnership to enhanced performance of pupils in primary and secondary education in Nigeria.

Executive Chairman,  Daar Communications Plc, Dr Raymond Aleogho Dokpesi who made the revelation during a courtesy call on the Lagos State Governor, Mr. Babatunde Fashola said he visited to inform the governor of the collaboration between the Federal Ministry of Education and Daar Communications for Daar Educational Services. Under the deal, he said Daar Communications will distribute educational materials to classrooms and homes of pupils from primary one to Senior Secondary School III(SSIII), adding that the decline in performance by children in competitive examinations especially those in public schools have been a source of great concern to parents and government at all levels.

He explained that the deal would require the Federal Ministry of Education, the Teachers Media from Canada and the Oxford University in the United Kingdom to break down classroom lessons from primary one so that it can run on continuous basis in all classrooms and that Daar Communications will commit about 25 channels to the programme. He said the group now has 34 AIT stations and 32 radio stations.

In his remarks, Fashola called on management of Daar Communications to make a presentation of the initiative to the Governors’ Forum adding that educational challenges facing the states are as diverse as they occur in different places.

“In some places the issue is about lack of classrooms and lack of teachers but high volume of students while in some it is the issue of students who are malnourished, stressing that as everyone understands without proper nourishment, students cannot learn. Even for some the teachers have left the rural areas for the urban centres and caused a depletion of manpower”, he explained.

Governor Fashola added that the fact that problems have always been there even in the early seventies accounted for why the several Federal Schools of Arts and Sciences were created to offer remedial classes for students who did not excel in all their papers.Dokpesi later presented letter of intent from the Federal Ministry of Education to the Governor at the event which had the members of the State Executive Council including the Commissioner for Information and Strategy, Mr Lateef Ibirogba, his Education counterpart, Mrs Olayinka Oladunjoye, Special Adviser on Information and Strategy, Mr Lateef Raji and the Special Adviser on Media, Mr Hakeem Bello joining the Governor to receive the team while Dr Dokpesi was accompanied by the Group Managing Director, Mr Tony Akiotu, the Managing Director of Raypower, Mr Kenny Ogungbe, the General Manager of AIT, Mrs Faith Ikems among many other senior managers.
